Final Report: Snohomish County Civic Assembly on AI

In May and June 2026, the Snohomish County Civic Assembly deliberated and created recommendations on how the county should use AI to make government services more efficient and effective. Assembly members addressed eight dimensions of the topic:

  1. Public Need & Burden: Use AI only when it clearly serves the public
  2. Human Oversight: Keep people responsible and reachable
  3. Transparency: Tell residents when and how AI is used
  4. Data Protection & Fairness: Protect resident data and prevent bias
  5. Auditing & Remedies: Check AI regularly and fix harms
  6. Vendor Control: Keep vendors under public control
  7. Community & Human Empowerment: Give residents and staff the power to oversee AI
  8. Environmentalism & Community Impact
